Last month he appealed the summary by German judge Hans-Joachim Eckert, saying it had “numerous materially incomplete and erroneous representations of the facts and conclusions.” FIFA’s appeal committee, headed by Larry Mussenden, today said that the appeal “is not admissible” because Eckert’s summary wasn’t a final decision.
